Admission and visa compared for proving English for a German Master's without IELTS

Last Updated: October 24, 2026

Many Indian students planning a German Master's ask whether they can get in without IELTS. The honest answer has two parts. For admission, sometimes yes. Some universities accept other tests, or proof that your Bachelor's was taught in English. For the student visa from India, the rules are stricter, and the visa is the step most "without IELTS" guides skip.

This guide covers both, using the official pages of the German missions in India, APS India and the universities, plus our database of 2,507 English-taught Master's programmes.

QUICK ANSWER

Admission (decided by each university):

  1. Most programmes that ask for IELTS also accept TOEFL iBT (1,207 of 1,744 in our data), and many name Cambridge too.
  2. Some accept proof that your Bachelor's was taught in English. TUM, for example, accepts it if at least 50% of your degree was in English.
  3. Some count your English-taught credits.

Visa from India (decided by the German missions):

  • Bring TOEFL, IELTS or Cambridge, not older than 1 year.
  • PTE, Duolingo and TOEFL home edition are not recognised.
  • Do not submit MOI or exemption letters.

So the safe plan: take IELTS or TOEFL iBT. One score then covers both steps.

The Visa Rule Most Guides Skip

Admission and the visa are two separate decisions. Your university decides whether your English is good enough to study. The German missions in India decide whether to grant the visa, and they apply their own list.

What the German missions in India say on their student visa pages:

  • Accepted English certificates: the student visa checklist names TOEFL, IELTS and Cambridge Assessment English. The certificate should not be older than 1 year.
  • Not recognised in India: Duolingo, Pearson PTE and TOEFL home edition tests.
  • MOI and exemption letters: the missions' visa FAQ tells applicants not to submit exemption letters or language of instruction certificates, and warns that the visa section will not consider them.
  • University confirmation: it is enough only if the university has individually tested your English and confirms it for your case. A general waiver letter does not count.
  • Level: for direct entry into a Bachelor's or Master's, the missions say C1 is generally required, in the language of instruction.

APS India's leaflet for graduates (June 2026) repeats the warning: for the visa, only government-approved certificates such as IELTS and TOEFL are accepted, and you should not provide exemption letters or medium of instruction letters.

What this means for you: a university can admit you on an MOI document or a PTE score, and you can still struggle at the visa stage. Unless your admission letter clearly confirms that the university tested your English, plan on a TOEFL, IELTS or Cambridge certificate.

What 2,507 English-Taught Programmes Ask For

We track every English-taught Master's listed by DAAD and Hochschulkompass, checked against university websites. This is what programmes publish about IELTS (data checked 24 October 2026):

IELTS minimumProgrammes
5.029
5.5435
6.0386
6.5505
7.0368
7.510

So 850 programmes ask for 6.0 or less, and 378 ask for 7.0 or more. Of the 1,744 programmes that ask for IELTS, 1,207 also list a TOEFL score. For TOEFL iBT, the middle score across the 1,264 programmes that publish one is 85.

A further 551 programmes publish no test score in these listings. That does not mean they need no proof of English. It usually means the details sit in the admission regulations, so open the official page.

You can see the English minimum, deadline and fees for each programme on our English-taught Master's in Germany pages, or filter by your own score in the German University Shortlister.

Admission Route 1: TOEFL iBT or Cambridge Instead of IELTS

This is the route that works for both admission and the visa. TUM's central certificate page, for example, accepts:

  • IELTS Academic, overall 6.5
  • TOEFL iBT, 88 (TOEFL ITP is not accepted)
  • PTE Academic, overall 65
  • Cambridge CAE or CPE, grades A, B or C

Notice that TUM accepts PTE for admission, but the German missions in India do not accept PTE for the visa. If you are applying from India, choose TOEFL iBT, IELTS or Cambridge. Our TOEFL vs IELTS comparison helps you pick between the two.

Admission Route 2: Your English-Taught Bachelor's

Most Indian engineering degrees are taught in English, and some universities accept that for admission:

  • TUM: your transcript of records or degree certificate counts if English was the language of instruction in at least 50% of the programme.
  • What counts as proof: TUM's Management and Technology programme says a medium of instruction document signed by your university is valid, and that notes from individual professors are not.

Other programmes refuse this route. The Autonomy Technologies programmes at FAU Erlangen-Nürnberg state that they do not accept Medium of Instruction letters or similar, even if all your previous education was in English.

And remember the visa: an MOI document may get you admitted, but the German missions in India tell you not to submit it with your visa application.

Admission Route 3: Your English-Taught Credits

Some programmes count the credits you earned in English-taught courses. At TUM this is allowed only for some Master's programmes, and the number of credits is set in each programme's regulations. TUM's Management and Technology programme, for example, accepts at least 12 ECTS of courses taught in English, officially documented by your university, with a proof form and documents showing the modules and final exams were in English.

The same visa caution applies.

How to Check Any Programme in 3 Minutes

  1. Open the programme's official page, not a third-party listing.
  2. Find the English requirement, usually under "Admission requirements", "Language requirements" or, on German pages, "Sprachnachweis".
  3. Look for "medium of instruction", "language of instruction" or "English-taught Bachelor's". If they are not there, assume a test is required.
  4. Then check the German missions' current student visa page. Visa rules change, and the missions' page is the one that counts.

The Part Most Guides Skip: German for Jobs

An English-taught Master's gets you admitted. It does not get you hired. Most part-time jobs during your studies, and most full-time jobs after you graduate, expect German at B1 to B2, and some at C1. Starting German before you fly gives you a real head start.

If you want to start now, our German classes in Bangalore run from A1 to B2.

Before You Apply: The Other Check

English proof is one gate. The other is whether the subjects in your Bachelor's cover what the programme asks for, credit by credit. You can check your own subjects in a few minutes with our free module checker.

Frequently Asked Questions

Can I get admission to a German Master's without IELTS?

Sometimes. Many programmes also accept TOEFL iBT or Cambridge, and some accept proof that your Bachelor's was taught in English. There is no national rule, so each programme's admission regulations decide. The student visa from India is a separate step with stricter rules.

Is IELTS mandatory for a German student visa from India?

Not IELTS specifically, but a recognised certificate usually is. The German missions in India list TOEFL, IELTS and Cambridge Assessment English, not older than 1 year. A university's confirmation only counts if the university tested your English individually for your case.

Is PTE accepted for the German student visa from India?

No. The German missions in India state that Duolingo, Pearson PTE and TOEFL home edition tests are not recognised for visa applications in India, even if your university accepted PTE for admission.

Can I use a Medium of Instruction (MOI) letter for the visa?

No. Both the German missions in India and APS India tell applicants not to submit exemption letters or medium of instruction letters for the visa. An MOI document can still help with admission at some universities, such as TUM.

Does TUM accept a Bachelor's taught in English as proof of English?

For admission, TUM's central language certificate page says you can submit your transcript or degree certificate if English was the language of instruction in at least 50% of the programme. You will still need a recognised certificate for the visa from India.

What IELTS score do German Master's programmes ask for?

In our database of 2,507 English-taught Master's programmes, 1,733 publish an IELTS minimum between 5.0 and 7.5. The most common minimum is 6.5 (505 programmes), and 850 programmes ask for 6.0 or less.

If my Master's is in English, do I still need German?

For admission, usually not. For a job in Germany, practically yes. Most part-time and full-time roles expect German at B1 to B2, so start learning before or during your programme.
